Chairman Jim Holman

Jim Holman is a 4th generation Oklahoman who began selling cars as a summer job while in college. After graduating from Southwestern Oklahoma State University with a degree in Economics, he made the automobile business his career. He retired in 2017 only to began consulting in the very industry which gave him so much.

Some of his life/career highlights are:

A long running career in the retail automobile business which spanned over 40 years.

Vice President, Operations for Cross Continent Auto Retailers, Inc. (NYSE-XC); 1st IPO (Initial Public Offering) and publicly traded ownership for retail auto dealerships in U.S.

Past speaker and panelist for a number of industry organizations (Independent Auto Dealers Association & National Vehicle Leasing Association) as well as a published author for numerous industry publications

Commissioner for the Oklahoma ed Motor Vehicle & Parts Commission (appointed by Governor Mary Fallin) from 2010 to 2020.

OIADA (Oklahoma Independent Auto Dealers Association) Quality Dealer of the Year recipient for 2011

Obtained a Certificate for Leadership & Public from Oklahoma City University's Meinders School of Business in 2019.

Executive Director of the Electric Vehicle Association of OKC

Published author on the subject of EV's which is entitled "The Ice Is Melting"

Jim is a veteran, licensed multi-engine, instrument-rated pilot, active member of St Luke's United Methodist Church and is currently serving as president of the St Luke's Methodist Foundation, a past volunteer for ReMerge and past Board of Directors member for the Oklahoma Chapter of the Alzheimer's Association.

When asked why he was willing to serve on the OCCJA Trust he says, " I am in the time of life where the time, energy and life experiences I have accumulated provide a wonderful opportunity to give back. I have always liked what John Wesley said we Methodists should all do, 'Gain all you can, save all you can and give all you can'. For me, perhaps this is where I can put that into practice. Can I make a difference Perhaps yes, perhaps no. But, what I do know is there is a desperate need for improvement and I am all in to help see that to fruition."

Trustee - Oklahoma County Sheriff Tommie Johnson III

Sheriff Tommie Johnson III is a dedicated law enforcement professional serving in Oklahoma, known for his commitment to public safety and community well-being. With a career rooted in upholding justice, Sheriff Johnson has navigated various roles within law enforcement, displaying a passion for fostering positive relationships between law enforcement agencies and the communities they serve.

Known for his leadership qualities, Sheriff Johnson has actively engaged in community outreach initiatives, aiming to bridge the gap between law enforcement and the public. His career highlights include implementing effective crime prevention strategies and prioritizing transparency in policing. As a respected figure in Oklahoma law enforcement, Sheriff Tommie Johnson III continues to lead with integrity, aiming to create safer and more secure environments for the inmates under his jurisdiction.

Trustee Charlie Toy

Mrs. Charlie Toy is the founder of Peace of Mind, a childcare center dedicated to nurturing children and supporting families through high-quality early childhood education. With an educational background in Criminal Justice, Charlie began her career in public service as a Detention Officer with the Oklahoma County Sheriff’s Office working her way up to the rank of Sergeant, where she served for approximately five years. In 2005, she received national recognition as Correctional Officer of the Year from the American Jail Association, highlighting her leadership, professionalism, and commitment to excellence.

Following the birth of her son, Charlie made the decision to pursue her passion for early childhood development. She returned to school to study Child Development, blending her leadership experience with a strong understanding of children’s growth and learning needs, she grew the program into a full-scale center designed to meet the highest standards of care. In March of 2026, Charlie was nominated by the Licensed Child Care Association of Oklahoma as an Inspiring Child Care Leader.

Guided by the principles, “have courage and be kind” and “treat others as you would want to be treated”. Charlie looks forward to serving as a Trustee on the Oklahoma County Criminal Justice Authority Board and supporting our community.

Trustee Ashleigh Robinson

Robinson attended Edmond Public Schools, earned bachelor's and master's degrees from Oklahoma City University, and a professional certificate from Cornell University. She is a graduate of Oklahoma Partners in Policymaking and is a member of Leadership Oklahoma City’s L OYAL Class XX. Her board service includes Goodwill Central Oklahoma, Friends of the Oklahoma History Center, Oklahoma Medical Research Foundation, and the Oklahoma City Philharmonic. In 2021, she was crowned Miss Oklahoma and competed at the 100th Anniversary Miss America pageant. She describes herself as a "lifelong Oklahoman and fierce advocate for Danielle, her younger sister with Down Syndrome." Before working at Bethany Children's Health Center, she was a public schoolteacher and government liaison.
