By sending the mail you agree to the items being destroyed and understand that anything you mail will not be returned or reimbursed. No legal or medical mail will be accepted.
Option 1 – Digital Messaging and Delivery
Go to NCIC.com and set up an account. Messages can be sent to a inmate for instant delivery. Documents can be photographed and attached to messages.
Messages are $0.25 per message. Picture messages are $0.35 per picture. There are no limits on the number of messages and photos sent using this option.

- Include inmate name, OCDC booking/ID number, and return address.
- Only mail within 8.5 inches wide x 11 inches tall accepted.
- No more than 5 pages.
- Mail is scanned front side only. Do not write on the back.
- Maximum of 1 photo per mailing.
- No magazines, newspapers, bulk mail, or books will be accepted at PO Box 591, Longview, Texas 75606 and will be returned to sender. These items must be sent to 201 N. Shartel Ave, OKC, OK 73102 following the OCDC mail guidelines.
- There we will be NO EXCEPTIONS for mail that does not follow the above guidelines.
